More About the Surgeon
Dr Burn’s practice has been exclusively limited to cataract and refractive surgery for more than 25 years. Other ophthalmologists often refer the most challenging and complicated cases to Dr. Burns.
Prior to joining NVISION®, Dr. Burns was the Chairman of the Department of Surgery as well as the Chairman of the Department of Ophthalmology at the largest multi- specialty group in San Diego. Currently, he also has a private practice in San Diego and is the Director of Refractive Surgical Services for California Eye Professionals in Temecula. He has served as the clinical instructor of ophthalmology for the University of California, San Diego, where he previously completed his residency and served as chief resident. He was also the chief of ophthalmology at Sharp Cabrillo Hospital, where he treated patients for more than eight years.
Dr. Burns is renowned for his success working with other ophthalmologists as well as optometrists. A frequent lecturer on refractive and cataract procedures, Dr. Burns has also appeared on many television and radio programs sharing information about laser vision correction. Involved with LASIK surgery since the start of his career, Dr. Burns truly enjoys freeing people from contacts and glasses and has worked with celebrities such as Javier Colon; winner of first season of the television show, The Voice.
Cataract surgery using lasers is the most advanced method employed today and Dr. Burns introduced the LenSx laser to Riverside County in 2011, becoming the ninth surgeon in the country to use this type of procedure. This has drawn many patients from all over the country, including Cindy Williams, one of the stars in the television shows, Happy Days and Laverne and Shirley. With over several thousand laser cataract surgeries to his credit, he is one of the most experienced laser cataract surgeons in the country.
In his spare time, Dr. Burns enjoys spending time with his family, golfing, playing basketball, hiking, and traveling. He is also an avid reader, particularly about history. He is involved in various local charitable works and participates in an annual work mission to Fiji.

Richard Burns, M.D.
“Dr. Burns is great and it was an overall great experience.”
I has LASIK surgery done only 3 days ago. I can see amazing. Dr. Burns is great and it was an overall great experience. This was the best investment I have ever made. I really loved the staff there also. Cali and Dr. Walport really made me feel comfortable and will recommend them to all my friends, family and colleagues.
“Overall rating for my NVISION experience is 100% positive.”
I was struggling with lens implant choices, whether to go with a single vision lens for distance or a Restor lens for multi vision capability. Dr. Burns was careful to evaluate my outdoor sports activities and helped me determine which lens would be best overall. I was leaning toward the monovision lens for distance lenses, but after learning of the capabilities of the Restor lens (multi vision) I chose the Restor. Glad I did. 20/20 for the first time in 40 years! Crystal clear distance vision and astigmatism gone! Overall rating for my NVISION experience is 100% positive.
“Thanks to the team at Murrieta, well done!”
The staff at Murrieta were absolutely great! Very professional. I had scheduling issues but Dawn was able to work me in. Norma is very knowledgeable and took the time to explain and help me understand the cataract surgery process. Dr. Burns did a great job, worked his magic in surgery and I’m so pleased. The outcome is even better then I expected. Thanks to the team at Murrieta, well done!
